Wayne L. Kelley, 68 of Muscatine, passed away on Thursday, January 16, 2025, at his home in Muscatine. A Celebration of Life Service will be held at a later date. Wayne Lee Kelley was born on January 28, 1956, in Muscatine, Iowa the son of Wayne Lee and Ila Mae (Harris) Kelley. He owned and operated Wayne Kelley Construction.
