Joyce Carter, 80, of Muscatine passed away on Saturday, April 5, 2025 at Select Specialty Hospital in Davenport. Visitation will be from 11:00 a.m. until 1:00 p.m. on Friday, April 11, 2025 at Snyder & Hollenbaugh Funeral & Cremation Services of Muscatine. Funeral Services will follow at 1:00 p.m. on Friday, April 11, 2025 at the funeral home. Burial will be in Muscatine Memorial Park Cemetery. Joyce Marleen Jarrett was born on May 9, 1944 in Muscatine, Iowa, the daughter of Robert and Darleen (Shoppa) Jarrett. Joyce was a 1962 graduate of Muscatine High School and went on to attend Muscatine Community College. On January 25, 1964, Joyce was united in marriage to V. Duane Carter in Muscatine. Joyce worked for many years for the Musser Public Library and was a stay home mom taking care of her children, grandchildren and two special nieces. Joyce was a member of the First Baptist Church of Muscatine; loved to read and watch Jeopardy. Joyce’s greatest love was her family; she was a devoted wife and mother as well as an incredible grandmother to Carter and Cooper.
Joyce will be deeply missed by her husband, Duane; children, Michele “Shelly” (Victor) Noel of Muscatine and Troy (Carrie) Carter of South Korea; grandchildren, Carter and Cooper Noel; siblings, Joan (Terry) Frye of Clinton, Jon Jarrett of Muscatine and Jeff (Michelle “Mim”) Jarrett of Muscatine; several nieces and nephews including two special nieces, Haley and Jeni Jarrett.
Joyce was preceded in death by her parents and two sons in infancy, Douglas Duane and Chad Michael.
