Harvey Gustavus Allbee, Jr., 91, of Muscatine, passed away on Wednesday, December 11, 2025 at his residence. A Celebration Service will be held at 10:30 a.m. on Thursday, December 18, 2025 at Wesley United Methodist Church.   To view the service live, click the following Live Stream Link. A Reception and Luncheon for Harvey will be held from 12:00 p.m. until 2:00 p.m. on Thursday, December 18, 2025 at Geneva Golf and Country Club.  Private family burial will be held in Greenwood Cemetery.  In lieu of flowers, a memorial has been established for the Muskie Booster Club/Community Fund of Muscatine.  Memorial contributions may be directed to the family, left at the services or mailed to the family in care of Snyder & Hollenbaugh Funeral & Cremation Services of Muscatine, 2907 Mulberry Avenue, Muscatine, Iowa 52761.   Sympathy notes may be left for the family at www.sandhfuneralservice.com.

Harvey was born on May 25, 1934 in Muscatine, Iowa, the son of Harvey Gustavus and Sue Ethelyn “Teddy” (Vanatta) Allbee.  Harvey attended Lincoln Grade School and Muscatine High School, graduating in 1952.  He went on to attend and graduate from the University of Iowa with a B.A degree in Political Science in 1956 and a Juris Doctor degree from the College of Law in 1958.  Upon graduation and admission to the Iowa and Federal Bar in 1958, he returned to Muscatine to join the law firm established in 1903 by his grandfather, Gustavus Allbee, in association with his father, Harvey G. Allbee, retiring on November 1, 2010.

He was elected and served as Justice of the Peace during 1961- 65, elected Muscatine County Attorney serving from 1965-68 and was appointed Muscatine City Attorney in 1972 in which he served until his retirement.   He was a member of the Muscatine County Bar Association, elected President 1971-72, a member of the Iowa State Bar Association, serving on the Board of Governors during 1987-91, a member of the American Bar Association, and a member of the Iowa Municipal Attorneys Association, elected President 1991-92.  He built a distinguished legal career spanning real estate, probate administration, estate planning, banking, and municipal law.

He was a former member of the Muscatine Chamber of Commerce, serving on the board and elected President 1976, a former member of the Y.M.C.A, serving on the board and elected President, a former volunteer and board member of the United Way of Muscatine, a former volunteer and fund campaign manager for the March of Dimes and he was a 50-year member of the B.P.O. Elks Lodge No. 304.

Harvey was a member of the Rotary Club of Muscatine, served on the board, elected President 1973-74 and awarded a Honorary Paul Harris Fellow, he was a member of The Thirty-Three Club, achieving an Honorary Status and served as Secretary, Treasurer, Vice President and President, he was a member of the Wesley United Methodist Church, served as Chairman on the Administrative Board as well as serving on the organ selection committee.  He is a member of the MHS Class of 1952, serving as Treasurer for class reunions, was a 50-year member of Iowa Lodge No. 2. A.F. & A.M. and a founding member of NAPP. 

Harvey drafted the original Articles of Incorporation of the Mighty Muskie Booster Club which were dated December 19, 1972 and filed with the Iowa Secretary of State and Recorder of Muscatine County.  He also served on the first Board of Directors as Vice President.

Harvey found joy in many activities, especially music and golf — singing with the Wesley United Methodist Chancel Choir, the Muscatine Elks Chanters, and the Notable Quartet — and he was a devoted fan of the St. Louis Cardinals and the Iowa Hawkeyes. He played golf regularly with his close group of golfing buddies, valuing the etiquette of the game and always choosing to walk the course as a true steward of its beauty and traditions. A proud 1978 Geneva Golf & Country Club Champion, he cherished his rounds at Geneva, Muscatine Municipal, St. Andrews Old Course, Pebble Beach, as well as attending The Masters at Augusta National.

Harvey will be deeply missed by his wife, Jo Ann; sons, Stephen Edward (wife, Colleen) and their sons, Andrew Walter and Alexander Gustavus (wife, Jessica)  and son Levi Gustavus; Michael Gustavus (wife, Renee) and their family, Casey Lucille and Scott Harvey; and Jeffrey Thomas (wife, Kathy)  and their family, Katherine Jane (wife, Mariam) and Benjamin Thomas (wife, Mary), their daughter, Theadora Jane “Teddy” and Nicholas Austin; brother, Thomas David (wife, Jeanne) and their son, Sean Thomas (wife, Alissa)  and their family Caroline and Ryan; and sister Jane Elizabeth Allbee and friend Peg Sneddon.

Harvey was preceded in death by his parents Harvey and Teddy.
